Each year, the City of Turku Cultural Committee allocates approximately EUR 1.8 million in subsidies and grants.
The subsidies can be applied for by Turku-based associations and working groups. The main focus is on supporting the work of professionals, but some of the subsidies are also allocated to supporting recreational activities. The grants are intended for Turku-based professional artists. Subsidies and grants are provided for the production of artistic content.
The Property Management Division is responsible for the management and development of real and built properties, and offers operational environments and premises.
The division is also responsible for the maintenance and building of public areas and city-owned buildings, for the services related to the usage of properties, for building management, as well as for acquiring, renting, selling and improving properties.
The City of Turku has roughly 50 day-care units that may consist of several separate day-care centres or a nursery school, for example. We have operations in over 90 branches.
The responsibility of Building Control is to grant building permits and to monitor the legality of building. Tasks include preventing unauthorized building, monitoring the appropriate condition and cityscape of built environments, and supervising that areas are used according to plans.
Building Control is managed by the Director of Building Control Reima Ojala, who acts as building inspector as stipulated by section 20 of the Land Use and Building Act.
Urban Planning consists of the two units. The first unit is responsible for master and city plans, and the second unit is responsible for street and traffic planning as well as park and recreation area planning.

Turku Region Public Transport Committee is responsible of public transport in Turku, Kaarina, Lieto, Naantali, Raisio and Rusko according to the co-operation agreement accepted by these municipalities.
The task of the committee is to act as the common regional competent authority of public transport subordinate to the Turku City Council and the City Board.
The presenting official for the committee is the Public Transport Director Sirpa Korte. The secretary of the committee is Harri Lehtinen.
The City Council appoints the Audit Committee for the duration of the Council’s term of office. The Audit Committee organizes the auditing of the City Council’s administration and finances. The Audit Committee is statutory.
The Audit Committee of Turku comprises seven members. The persons nominated as Chair and Vice Chair of the committee must be members of the City Council.
The presenting official for the committee is Kari Koivuluhta. The secretary of the committee is Anne-Maarit Vehosmaa.
The Social and Healthcare Committee is responsible for the tasks designated for the multimember municipal organ stated in the social welfare and public health laws, with the exception of child daycare. The committee also sees to tasks designated to it by other laws and decrees. Additionally, the Social and Healthcare Committee acts as the municipal special care authority.
The tasks of the committee also include the conciliation of criminal and civil cases.
The Building and Permit Committee acts as the building control authority, as stated in the land use and building law, and organises the guidance, councelling and supervision of building in the Turku region. It also acts as the municipal supervising authority as stated in the law of maintenance and public sanitation of streets and some other common use areas.
The committee has 13 members and there is a personal alternate for each of them.
According to the election law, a municipality must appoint a Central Election Committee who organizes various elections. The Central Election Committee is chosen for each council term in the first meeting of a new council.
The Urban Environment Committee is responsible for planning the city's land use, transport and public areas, monitoring built environment and the condition of cultural and natural environment, managing the city's land property, building and maintaining roads and other public areas and builing premises, unless the tasks have been allocated to another organ or postholder.
The Urban Environment Committee has 13 members. There is a personal alternate member for each of them.
Tasks of the Education Division, which is subordinate to the Education Committee, include organizing and developing early childhood, basic, upper secondary and vocational upper secondary education, as well as general, adult and apprenticeship education. The Committee takes care of tasks stipulated to it by laws concerning daycare, child home care, private daycare, basic education, upper secondary education, vocational upper secondary education, vocational adult education and liberal adult education.
The mayor serves as chairperson of the City Board. On 23 August 2021, the City Council elected the mayor for their term in office (2021-2025). The Chairperson of the City Board is Minna Arve (Coalition Party).

In accordance with a decision made by the City Board on 15 December 2009 (Section 669), the City of Turku only accepts e-invoices. The City of Turku does not accept invoices by e-mail. If the supplier does not have the possibility to send an online invoice from the invoicing system, the supplier can use the free supplier portal (opens in a new tab, in Finnish).

In order to support services or activity, the City offers grants to organisations, work groups, and private individuals.
A grant may be applied for e.g. the realisation of cultural projects and sports facilities, or self-motivated activity by young people. The application should be made during a specifically set time period.

Public Notices
Giving public notices is the official procedure of informing residents of a municipality and especially people whose lives could be affected by the information.
Public notices of the City of Turku are published on the city’s official notice board where they remain on view for at least the 14 days, as stipulated by the law, or until the date of the meeting or completion of the matter in question.

The Museum Services (Museum Centre of Turku) is responsible for the operations of the City of Turku’s art museum, cultural history and natural history museums and their collections. It is the largest central regional museum in Finland.
The Museum Services cares for the conservation and the conveying of the cultural and artistic heritage of Finland Proper.
Library Services consist of the Main Library, 10 Branch Libraries, one service point in the Skanssi shopping centre, and two Mobile Libraries, as well as the web services on the internet. All services are mainly free of charge.
